Tenements are buildings in Tropico 3 and Tropico 4. Tenements house the largest number of people possible and their low cost makes them efficient for dealing with overpopulation and shacks. Unfortunately, the quality of the housing is still mediocre at best and the overcrowded buildings transform the surrounding area into a slum, raising the level of crime and lowering beauty. Because of this, it's recommended to build tenements near Police Stations and away from the eyes of any tourists.
Most islands start off with one or two tenements automatically.
- Climate Control: Installs air conditioning throughout the building for $1,000 and 2 megawatts of power. These cooling units are highly prized in the Caribbean heat, improving the building's housing quality by +15.
- Normal Maintenance: Maintains the tenement as best as a building called a "tenement" can be maintained.
- Roach Patrol: Allows the tenement to fall into an even further state of disrepair, reducing the housing quality by 30% and the monthly upkeep to $7. This is useful for earning a profit from tenements full of citizens unable to afford more than $1 a month for rent.
