While the event is happening, Tropico will be unable to hire experts from abroad except uneducated workers, as foreign students will stop participating in classes to take part in student protests against the Vietnam War.
By 1968, opposition to US involvement in the ongoing Vietnam War was starting to peak, with polls showing that half of Americans were against the war. Opposition was especially strong among students, millions of whom skipped classes to take part in demonstrations. The brutal methods employed by police to suppress demonstrations did little to calm students and, by 1970, over 450 colleges were shut down by protests and a commission was established to handle student dissent.
