The level of democratic expectations describes how much faith the people of the world have in the democracy of Tropico. If expectations are high, people assume that democracy works well and are particularly shocked at any signs of fraud. If expectations are low, people are cynical and nonplussed about evidence of corruption.
The initial level of democratic expectations is set by the presidente's Rise To Power. Presidentes who were honestly elected to or fairly given their office have the highest expectations, while presidentes who led rebellions or illegally took power have the lowest. After play starts, the level changes after each election, with every honest election raising expectations and every cancelled or fraudulent election lowering them.
The US is particularly favorable of high democratic expectations and having them will boost relations.
